France — the shared-cost support layer: who batches customers onto one van
France genuinely does have a shared model, but it is a luggage-and-logistics
layer, not a wine-and-rescue layer.

Business-model note worth dwelling on: Bourgogne Evasion, the biggest Burgundy
bike-and-wine operator, does not own its luggage van. It points customers at
Le Porte-Bagages. The support layer in Burgundy is already unbundled from the
tour layer — which is an argument both for and against the Australian plan.
For: a support business can stand alone as a supplier to many tour brands.
Against: if it can be bought in, it is not a moat.
Les Vélos Verts — Loire

La Malle Postale — the scale player, and the strongest positive precedent

bags transported since 2009. Covers Compostelle, Chemin de Stevenson, Cévennes,
Aubrac, Bretagne, Normandie, Alpes, Vosges, Languedoc. Services: luggage
transport, transport de personnes (they shuttle people), bike transport,
vehicle conveyance, regular scheduled shuttles between trailheads. Team
operates "7j/7 en saison." - [NOT FOUND] pricing — quote-based.
Pilgrimage-walking, not cycling-wine — but it proves a scheduled, shared,
multi-customer, people-and-bags shuttle can be a viable standalone French
business at real scale. That is the strongest positive precedent in the French
scan for the Cellar Door Cycling van as a business in its own right.

The portal publishes no prices — "contactez-les pour un devis." - France Vélo Tourisme names BicyBAGS, La Malle Postale, Le Porte Bagages,
Roule ma poule (agence-roulemapoule.fr) and Rêve de Vélo Travel. It states
Rêve de Vélo charges €15–€30 per bag up to 23 kg depending on quantity and
season, and characterises the sector as shared: transporters "follow your cycling
route throughout your journey and make baggage available in the afternoon."
Reservation "several days in advance" with the full itinerary declared up front.

Provence is different, and legally significant
The official Vaucluse portal's "Transport de vélos, bagages et personnes"
directory (provence-a-velo.fr/transport-velo/offres-30-1.html) lists five
providers, and all five are taxi/VTC firms: Hello Taxis 84 (L'Isle-sur-la-Sorgue),
Provence Panorama (Avignon), Luberon VTC (Maubec), Ventoux Travel Car
(Beaumes-de-Venise), Ventoux Prestige VTC (Modène). All are Accueil Vélo certified;
two carry a "Compagnon de Route" badge. [VERIFIED]
In Provence, the rider-rescue function is performed by licensed
passenger-transport operators, not by cycling businesses. That is the single
most important structural observation in the French scan — see the regulation

What does NOT exist in France
[NOT FOUND] Any French operator selling a day pass, trail-support
subscription, or season pass covering shuttle/rescue across many independent
customers. Every shared-cost product found is either (a) pre-booked
point-to-point luggage on a fixed itinerary, or (b) a privatised shuttle quoted
per vehicle. Nothing roving, nothing on-demand, nothing subscription.
