This is the most important section in the DACH material for the Australian model:
the only places anywhere in the scan where the cost of support is genuinely pooled
across many unrelated people.

1. ADFC Pannenhilfe — a national, membership-funded, 24/7 bike rescue service [V]

  • Membership: €66/yr individual (27+), €78/yr household, €33 for 22–26,
    €16 for 7–21.
  • 240,000+ members, 600+ Ortsgruppen, 16 Landesverbände [V].
  • Included in every membership: "Im Mitgliedsbeitrag ist die ADFC-Pannenhilfe
enthalten. Mit der 24/7-Hotline verlieren Pannen ihren Schrecken."
  • What it does: a 24-hour hotline"Bei einer Panne oder einem Unfall
organisiert die Hotline zum beschriebenen Fall die dazu passende Hilfe"

organising mobile repair up to €20 within a maximum of 120 minutes, and if
on-the-spot repair fails, transport of rider and bike to the nearest workshop or
    home
. Workshop repair costs are not covered: "Der Versicherer übernimmt
nicht die Kosten für die anfallenden Reparaturen in der Werkstatt."

    Hotline 0221/82779422.
  • The rationale, verbatim: "Wie schon bei der Rechtschutzversicherung bekommen
solidarisch alle Mitglieder den Basisschutz. Dadurch ist der Preis pro
    Mitgliedschaft entsprechend gering."

This is the shared-cost roving-rescue model, priced and proven: roughly €16m a
year of pooled subscription funding a nationwide rescue network at €66 a head.

Note the three design decisions worth copying wholesale: (a) a 120-minute
published response window
— slow enough to be deliverable, fast enough to sell;
(b) a €20 cap on the mobile repair, above which it becomes a tow, not a fix;
and (c) transport of rider and bike is included, but the workshop bill is
not.
That is a clean, defensible liability line, and it is the closest thing in
the world to a written specification for what the Cellar Door Cycling van
promises.

2. ADFC Bett+Bike — exact fee schedule to a business [V, operator-facing PDF, Stand März 2025, all plus VAT]

  • Gastbetrieb: one-off Anmeldegebühr €140 (€100 for non-commercial
    businesses with max 9 beds), then Grundgebühr €70 + (rooms × €6.50), max 60
    rooms counted.
  • Ferienwohnung: identical pricing, different criteria.
  • Camping: €140 once, then €170/yr.
  • Worked examples: a 20-room Gasthof pays €140 once then €200/yr; a 5-room
    Weingut-Pension pays €100 once then €102.50/yr.
  • AGB [V]: auto-renews annually unless cancelled 6 weeks before year end;
Anmeldegebühr payable even if no contract results; re-inspection "in der Regel
    alle drei Jahre"
; price rises need 8 weeks' notice and trigger a special
termination right; trademark must be stripped within 10 days of termination.
  • Scheme age [V]: "Seit über 30 Jahren der Qualitätsstandard im
    Fahrradtourismus."
    Certified-business count not retrievable [GAP].

The cleanest transferable certification precedent: a small one-off fee plus a
per-room annual fee, 3-yearly re-inspection, in exchange for a trademark, a portal
listing and signage.
Compare Ontario By Bike, which is free (see the Canadian
chapters), and Accueil Vélo, whose local council pays 60% of it — see the
4. Accreditation schemes and destination levies chapter.

3. The Mosel per-night levy [V]

Bernkastel Gästekarte is free to the
guest
but funded by a Gästebeitrag of €1.70 per person per night, charged
separately from the room rate. It delivers 47 benefits across 8 categories,
including reduced wine tastings at named wineries (Weingut Alfred Prüm, Weingut
Brunnenhof, Riesling Republic).

Note the mechanic precisely: wineries contribute discounts in kind, not cash; the
cash comes from the accommodation levy.
Bundled in is the VRT-GästeTicket
free travel on all buses and trains across the entire Verkehrsverbund Region Trier,
with bikes free "Werktags nach 9 Uhr und an Wochenenden und Feiertagen".

This is the answer to "will cellar doors co-fund it?" that the whole scan keeps
arriving at: they won't, but the accommodation sector will.
€1.70 a night, levied
on beds, buys a card that gives cyclists free regional transport and cheaper
tastings. In an Australian wine region the equivalent payer is the short-let and
hotel sector — the same people the concept identifies as its highest-intent
referral channel.

4. Niederösterreich-CARD [V]

€85 adult (€89 from 1.4.2026), youth €46/48, up to 3 children free. ~365 free
attractions, valid 1 April – 31 March. Partner settlement terms unpublished
[GAP], but the downstream evidence is visible: Sandgrube 13 admits cardholders
free (a €16.50 give-up) and nextbike grants one free 24 h rental — so partners are
being reimbursed centrally.

nextbike NÖ's discount web is itself a cross-subsidy precedent: KlimaTicket = 45
min free per rental; ÖAMTC card = 50% off; NÖ-CARD = one free 24 h rental; DDSG =
10%; Wachaubahn = 15%.

Counter-example worth recording [V]: the KulturCard Cochem costs the guest
€10/yr and delivers only a 5% discount and a free interval drink — a card scheme
that does not achieve what the Bernkastel levy does. Guest-paid cards buy less
than bed-levied ones.

Shuttles as priced products

  • RadBusse Rheinland-Pfalz [V] — 22 lines in the 2026
season, run by move RLP, VRM and VRT; four Mosel routes. Bikes on a dedicated
trailer. €3.00 per bike for passengers 14+, €2.00 under 14, on top of the
passenger fare. Critical constraint: e-bike acceptance varies by line
("ELEKTRORÄDER OK" vs "KEINE ELEKTRORÄDER"). Stated purpose is explicitly
abandonment-friendly — it lets riders end "ihre Touren jederzeit".
  • Wachaubahn [V] — Krems↔Emmersdorf
single adult €21.00, Tagesticket €28.50. Bikes free, with a
    mandatory but free reservation.
  • Radbus Klosterneuburg→Passau [V]
    — note the mechanism: €121 with no overnight stay; €109 with 1 night; €99 from
    2 nights; €89 from 7 nights
    , per person including bike.

That taper is an accommodation-funded subsidy — the local accommodation sector
buys down the transport fare to lengthen stays. A directly copyable idea: the
Australian van fee could fall for guests who book two nights instead of one, with
the difference underwritten by the short-let hosts who benefit from the extra
night.

May–September, Thu/Sat only, no intermediate stops, no fat bikes/tandems/trailers.

  • Risk signal [V]: Brandner Schifffahrt now states "Wir bieten aktuell keine
    Linienfahrten an"
    — one of the two scheduled Wachau boat operators appears to have
ceased, a material contraction in bike-boat capacity. Seilbahn Rüdesheim carries
    no bicycles at all
    ("können leider nicht transportiert werden").

No published, priced "get me and my bike back" rescue product exists in any of the
three regions [V — absence, search-constrained].
The RadBus is the functional
substitute and is scheduled, seasonal, capacity-limited and partly e-bike-hostile.

Wine shipping from the regions

  • Domäne Wachau [V]: Austria €7.00 (free over €49); Germany €11.00 (free over
    €99); Western Europe €20–50; Nordics/extended EU €30–60. Volume discounts 5% from
    24 bottles, 10% from 60.
  • Weingut Markus Molitor [V]: Germany €9 (free from €180); EU zone 2
    €19.50/parcel; zone 3 €24.50; zone 4 €29.50; magnums +€4/bottle.
  • The load-bearing negative: neither publishes a rate to Australia or anywhere
    outside Europe.
No Weinversand aggregator and no "we collect your wine while
you ride" service found anywhere in the three regions [GAP, search-constrained]
